Smith
Tom began is foray into construction at SACC Construction as a laborer, a small company in South Texas. The experience sparked inside him deep burning passion for construction, a vehicle which he utilized to manifest positive change in his community. He knew very early he wanted to build his own construction empire; and in 1994, he founded RTM Construction. What began as a small operation with only a few trucks grew into a widely recognized and well-respected firm that now employs over 160 people. Tom’s strong leadership laid the foundation for a powerful force in the heavy civil industry in San Antonio and beyond. His wisdom and unrelenting work ethic continue to guide the company today.

Barbara has been the face of administrative leadership across multiple sectors for over 40 years. Her skillful management in the world of commercial finance has cultivated strong growth and profitability for enterprises across the state. Her experience, along with acute attention to detail, has helped her build protocols that allow for healthy budgets, cashflow and accounts receivable/payable departments. Barbara’s steadfast determination pushed helped her to manage all administrative aspects of RTM construction, initially out of the family home garage, into the powerhouse that it is today.

Vice President & Senior Estimator
Jeff was born and bred to excel in civil construction. From an early age, he was trained in the gauntlet of construction by working in the field with his father. Eventually, he gravitated towards education and attended the University of Texas at San Antonio where he graduated with honors, receiving a bachelor’s in civil engineering. After completing his EIT program, Jeff became a State of Texas Licensed Professional Engineer in 2012. Armed with an encyclopedic knowledge of plans, specs, as well as the utilization of the latest construction software such as Heavy Bid, OnScreen and AGTEK, he has successfully bid hundreds of profitable projects. Jeff’s experience and professionalism is forging the path for RTM’s bright future.
Cody Smith
VP/COO & Logistics Manager
Cody is often considered to be one of the first employees of RTM Construction. He has developed strong field experience from a young age and possesses the type of knowledge one can gain only from being able to skillfully operate heavy equipment before learning to drive a car. Cody has expansive understanding of field logistics and is masterful in his orchestration of every detail that makes a project successful. Cody’s ability to understand the minute detail of construction plans allows him to bring a project from ink to reality flawlessly. He has grown positive business relationships with vendors, subcontractors and developers to consistently complete projects on time and under budget. Under Cody’s masterful guidance, field operations at RTM Construction run like a well-oiled machine.
